Technological change into an organization, presents a different set of challenges to management than the work of competent project administration. Frequently, however, the engineers responsible for shepherding a technical innovation into routine use, are much better equipped by education and experience to guide that innovation’s development, than to manage its implementation.
Adoption of a technological perspective encourages implementation within engineers to seek user involvement in the:
(1) early identification and enhancement of the fit between a product (Map or report) and user needs,
(2) preparation of the user organization to receive the innovation, and
(3) application of the innovation to users
